– Have threshold below which no effect anticipated
– Examples: fetal loss, teratogenic effects, intrauterine growth retardation, mental retardation
– Do not occur with routine diagnostic medical imaging
• Stochastic
– No threshold
– Examples: genetic mutations, cancer
